UAEA organizes protest rally, demands strict adherence to recruitment rules

ITANAGAR, Feb 12: Over 200 unemployed young engineers today marched towards CM Bangalow with placards and banners reading "Terrorism is not far away" "Motivate us to use pen, not gun" etc. to protest against alleged illegal appointments in various works departments and non adherence to Recruitment Rules by them.

The peaceful rally organized by Unemployed Arunachalee Engineers’ Association (UAEA) was first taken out through the main thoroughfare of the Itanagar township and then marched towards CM Bangalow shouting against the ruling Govt’s policies. Although the rallyists could not meet the CM due to his ‘tight’ schedule’ they were able to submit their 13-point memorandum highlighting their various grievances for quick redressal at CM’s office.

The memorandum, a copy of which was also made available to media, strongly demanded the state Govt. to follow SC verdict on appointments. According to the verdict, no person shall have the right to claim for regularization of services unless he/she is recruited through proper recruitment procedure. But in our state the same is not being followed, the memorandum said. Seven JEs deputed to UD department from PWD should immediately be sent back to its parental department and vacancies should be submitted to APPCS for direct recruitment, the memorandum said, adding that all Assistant Engineer posts in Hydro Power Department must be recruited through direct recruitment.

While alleging illegal appointments in departments like APEDA, Sports and Youth Affairs, APPHCL, it sought the intervention of the Govt. to check such appointments rampant in those departments. According to the memorandum the above mentioned departments have never conducted any interview in the last few years. Taking serious view over the reported ‘brokers’, who serve as conduit between the candidates and appointing authorities in ‘secret dealings’, the memorandum demanded checking of such practices and "guilty should be dealt with iron hand".

Other demands included implementation of MoU/MoA signed between state Govt and private/public sectors in letter and spirit, involvement of UAEA members in every review meeting of state, cent percent job reservation for APSTs in state government jobs, shifting of head offices of private/public sectors engaged in Arunachal Pradesh to Itanagar, notification of all sanctioned posts by the department concerned, conduction of JEs examination through APPSC, strict adherences to recruitment rules by all departments.

Meanwhile, UAEA president Yumlam Aam told this reporter that they have taken up the issue not only for the 1000+ unemployed engineers of the state but also for those youths who are running from pillar to post to land a job. "This movement would continue till our demands are met. We seek cooperation from every section of the society which would motivate us to fight for our legitimate demands", Aam said.

He further informed that the association would stage peaceful dharna on the statehood day celebration on February 20 in case the Govt fails to redress their grievances.

Another frustrated unemployed engineer opined that the Govt should create posts of AEs and JEs under Trans-Arunachal Highway project.

Meanwhile, Capital Youth Organization (CYO) while extending whole-hearted support to the initiative taken by UAEA, urged the government to redress its grievances at the earliest and create more vacancies in order to give a chance to the young engineers to serve their motherland.

State education dept gear up for better Adm

ITANAGAR, Feb 12: The state education department under its Minister Bosiram Siram strikes hard to vitalize better organization, development, control and management in the state.

The minister’s concept to ensure efficient and convenient educational administration in the schools has been visualized.

The education department with an aim for the planned development of the educational institution, health educational practices maintenance and improvement in the standards of the educational institution and better organization, discipline and control to provide harmonious mental and physical facilities to the students for the scientific and secular outlook through the education, has been committed to enforce the Arunachal Pradesh Education Act-2010, which is shortly going to take its practical shape.

Meanwhile, for better administrative convenience, monitoring and management four senior officers of the education department have been given additional responsibility with Bodong Yirang Jt, DSE as over all supervision and administration of Tawang, West Kameng and East Kameng District, Hage Tatung Jt. DSE for Lower Subansiri, Kurung Kumey, Papum Pare and Upper Subansiri Districts, K Panggam Jt.DSE for Lohit, Anjaw, Tirap and Changlang District and Tapi Gao DDSE for East Siang, West Siang, Upper Siang, Dibang Valley and Lower Dibang Valley District respectively.

PPA urges Centre

ITANAGAR, Feb 12: While lauding the Empowered Group of Ministers (EGoM) on Road Sector for endorsing the proposal of the Ministry of Road Transport and Highways for the four Built Owned and Transfer (BOT) (Annuity) Projects of Arunachal package for consideration by Cabinet Committee on Infrastructure (CCI), Peoples' Party of Arunachal has appealed to the concerned Ministries for immediately sanctioning of other proposals under SARDP-NE, four laning Highways and Green Airport and other packages announced by the Prime Minister.

Take personal initiative for early sanctioning of urban projects, Tuki urges Selja

ITANAGAR, Feb 12: State PWD and Urban Development Minister Nabam Tuki has urged upon the Union Minister for Housing and Urban Poverty Alleviation and Tourism Kumari Selja to take personal initiative for early sanctioning of the projects as a special case for providing benefit to the local needy urban poor.

For balanced and equal benefit to the local poor people living in the urban centers of the state, the state Govt has submitted 16 projects to the ministry of Housing and Urban Poverty Alleviation and tourism. The total cost of the 16 projects amounting to Rs. 185.824 crores.

PWD and UD Minister in a letter to Selja said that Arunachal Pradesh is lagging behind of housing infrastructure and other urban poverty alleviation projects in comparison to other states of India. This is largely due to lard geographical area, scattered population and resource crunch, Tuki added.

In regard to sanction of projects under 10 per cent lumpsum provision for the north east region including Sikkim by the union urban and poverty alleviation ministry, the letter said “for making the programme a successful to north east and Arunachal Pradesh in particular your ministry has sanctioned 7 projects with an estimated cost of Rs 46.38 crores, which are under various stage of implementation and shall complete within the anticipated target.”

The projects which have been submitted to union housing and urban poverty alleviation ministry for sanction included, construction of Shopping Complex and Hostel for Unemployed Women’s at Changlang Town, slum improvement/ Upgradation of Houses for Urban Poor at Khonsa, construction of shopping Complex and Hostel for Unemployed Women’s at Ziro Town, slum improvement/ Upgradation of Houses of Urban Poor at Deomali, construction of shopping Complex and Hostel for Unemployed Women’s at Dirang Town,Housing for low income group (LIG) at Yupia (Phase-I), Urban EWS housing at Hawai, construction of residential building for economically backward people of Jung, Tawang Township, working women hostel, shopping complex & community toilet at Hawai and construction of hostel for unemployed women and old age destitute children home, community toilet at Seppa and projects for construction of shopping Complex and Hostel for Unemployed Women’s at Jairampur Town, Pasighat Town, Bomdila Town, Roing Town, Yingkiong Town, Anini Town.

KGBV an asset of the district: Umbrey

HUNLI, Feb 12: In continuation to his second day of visit at Hunli circle, Laeta Umbrey MLA paid his maiden visit at the Kasturba Gandhi Balika Vidyalaya (KGBV) Hunli in which he was given a rousing welcome by the management committee, teaching staffs and student.

The MLA made an inspection of the entire campus and fascinated with the performance and the quality that the institutes is able to maintain particularly the underprivileged tribal girl child despite its remoteness.

In his inspiring and short speech, MLA advised the student to avail the optimum benefit given by the government and keep up the standard in competitive in life. He called upon them to be comfortable while speaking mother tongue. “The English and Hindi should be spoken but not at the cost of one’s mother tongue, the student being purely dominated with Idu Mishmi community, speaking Idu within you could pave an opportunity to safeguard and promote the threat of dying language”, he hopes.

He also urges the PRI member to uphold better understanding and support with the management committee in order to ensure smooth functioning of KGBV. Moreover he exhorts the PRI to extend helping hand for the greater welfare of girl child which he terms the KGBV an asset of the district.

While showing a sense of generosity, the MLA announced the sum of Rs 50,000 for immediate fooding, a pair of Godrej Almirah and also ensured to facilitate concrete steps within the campus and to renovate the PRI’s decaying building handed over to KGBV.

Komini Meto GS Abralow Memorial Multi-Purpose Society (AMMS) in his speech highlighted the problem being posed by the school and reminiscent the short history of KGBV since 2006. He also anticipated that the PRI members of the Hunli-Desali Block, officials and senior citizens of the circle to extend moral support for the better cause of girl education in such far-flung pocket. He further disclosed the upgradation to class 10 standards under Rashtriya Madhayamik Shiksa Abhiyan (RMSA) from existing eight standards.

Govt lauded for enhancing DA

ITANAGAR, Feb 12: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) expressed gratitude to the Dorjee Khandu government for releasing 5 per cent pending dearness allowances for Govt employees in spite of state's poor financial position.

''It will relieve more than 51,000 regular state government employees from their financial overburden in the wake of recent hike in the prices of essential commodities,'' said N L Togu, CoSAAP president. However, the Confederation expected early release of 15 months pending arrears by the Govt as assured earlier.

The Arunachal Pradesh Secretariat Employees' Association (APSEA) also appreciated the chief minister for releasing the revised rates of DA.

The Arunachal Pradesh Government decided to enhance its employees' Dearness Allowance (DA) from existing 22 per cent to 27 per cent with effect from July one last year, according to an office memorandum, a copy of which was made available to the press.

The revised rates of DA will be applicable to regular state government employees only. ''The additional installment of DA, payable under this order, shall be paid in cash to all Govt employees.''

Clarification

ITANAGAR, Feb 12: Reacting to the news item appeared in this daily on Feb 12 under the headlines “Pacha Micro Hydel….”, the superintending Engineer (SE), Department of Hydro Power, Bomdila Civil circle, clarified that the 3 MW capacity Pacha Hydel was in fact put in to trial operation on June 2009. Thereafter, the Pacha hydel has been generating light and giving power to Seppa denizen with limited evacuation system except minor intermittent outages.

In a statement, the SE further clarified that the hydel is temporarily shut down from Feb 6 last for minor routine maintenance work and power from the Pacha Hydel will be available from Feb 15.

The district administration and power department counterpart has been intimated the schedule of the minor maintenance work in time by concerned sub-divisional officer, the statement said.

The Pacha MHS may not generate full capacity of 3 MW during dry season due to limited discharge at the source nallah but there is always one machine of 1.5 MW capacity available to serve electricity to the people of Seppa, the statement said, adding, however, the view , “…it can not supply electricity for a single bulb” is indigestible.

ACCI laments

NAHARLAGUN, Feb 12: The Arunachal Chamber of Commerce & Industries (ACCI) today urged the City deputy commissioner to consult with the ACCI before issuing permits to companies or individuals to hold expos and exhibitions.

While these events are organized to inform consumers regarding brand, quality and legal prices, such expo/exhibition is of no use to the common mass, leaving aside the fact that VAT misuse by stall owners and the organizing companies of the events would result in direct revenue loss for the state, it said in a representation.

The ACCI has always raised the big issues confronting the state – such as implementation of VAT, continuation of the PDS, removal of head load, reorganizing the PDS etc – with the Prime Minister, and yet the successive state governments have not felt it necessary to consult with the ACCI while taking decisions related to trade and commerce, it lamented.

Maji nominated for peace prize

ITANAGAR, Feb 12: Binny Yanga, proprietor, Oju Craft Center has received the COSIA Entrepreneurship Award for North East region in North East India MSME meet 2010 held on Feb 11 at Guwahati. The Award was presented by Chamber of Small Industry Associations, Thane, Maharashtra. She was the only lady selected for this award from North East.
